It looks like an aborted nepticulid mine of some sort(the larva looks dead?).Most of the stigmellas need rearing through to ID and the mine is too under developed to tell if it's an ectoedemia species or not IMO.
Thanks Charlie. Yes the larva is dead. Ihave had a look at some ectoedemia mines online just now and see that whilst they can begin like this one they become more of a 'blotch' and see why this cannot be identified interesting none the less.
