found these blisters on ivy plants in Hebden, are these leaf mines and if so can the miner be identified? or are they a caused by something else?

Winston, I don't think anything mines Ivy, lepidoptera or otherwise.
If you find any mines that you need identifying go to the UK leaf miners site and on their home page click on plants and then click on the species you found the mine on(you'll need the latin name) and it will give you all the miners likely for that plant with links to photos etc.

Winston..the blisters are caused by a viral or fungal infection. I forget exactly which and what its called but a botanist once ID these for me.
You do however find... 1002 Lozotaenia forsterana larva feeding on Ivy and they cause blotches on the leaves so it well worth looking over any likely patches.
